Overview

This 1.5-days workshop provides participants with a comprehensive understanding of how international trade rules, tariffs, Free Trade Agreements (FTAs), and Rules of Origin (ROO) impact business competitiveness and market access. Participants will learn how to identify tariff savings opportunities, assess trade requirements, and ensure compliance with origin certification and documentation requirements.

Day 1:

WTO, WCO & Global Trade Fundamentals

Global trade principles; MFN vs preferential tariffs; WTO/WCO roles.

FTA Fundamentals & Business Benefits

FTA structure, objectives, tariff concepts, quotas, trade barriers, duty savings and market access.

Tariff Measures & Duty Savings Analysis

Tariff schedules, duties, taxes, tariff impact on business activities and landed cost.

Tariff Finder: Practical Application

MFN rates, preferential rates, available FTAs, ROO, local taxes, import formalities and margin tariff savings.

Rules of Origin Fundamentals

Country of origin, wholly obtained, originating/non-originating goods, RVC, CTC, Process Rule and PSR.

Applying ROO to FTA Selection

How ROO affects FTA choice, raw material sourcing, eligibility and practical trade opportunities.

Non-Tariff Measures & Import Requirements

Quotas, embargoes, SPS measures, technical barriers, labelling, standards and conformity assessments.

Integrated Trade Opportunity Assessment Case Study

Assess HS code, MFN/FTA rates, ROO, NTMs, import formalities, documentation and commercial viability.

Day 2:

Certificate of Origin & Self-Certification Frameworks

CO structure, preferential vs non-preferential CO, application process, self-certification and record keeping.

Manufacturing Cost Statement & Supporting Documents

MCS purpose, cost statement information, supporting documents, declarations and undertaking.

Hands-on Origin Compliance Workshop

RVC and CTC exercises using existing MCS activity materials.

FTA Compliance & Common Pitfalls

Compliance review, documentation risks, common errors, audit readiness and record keeping.

Capstone Discussion & Q&A

End-to-end application: tariff, FTA selection, ROO, MCS/CO route and documentation.

By the end of the workshop, participants will be able to:

  • Understand the role of WTO, WCO, tariffs, and international trade regulations in global commerce.
  • Evaluate how FTAs can reduce import duties and improve market access opportunities.
  • Analyse tariff schedules and calculate potential duty savings.
  • Use tariff tools and databases to identify applicable FTAs and preferential tariff rates.
  • Determine product origin using various ROO methodologies such as:
    • Regional Value Content (RVC)
    • Change in Tariff Classification (CTC)
    • Process Rules
    • Product Specific Rules (PSR)
  • Assess the impact of non-tariff measures (NTMs) such as quotas, SPS requirements, technical standards, and labelling regulations.
  • Select the most suitable FTA based on commercial and compliance considerations.
  • Understand the application process for Certificates of Origin (CO) and self-certification frameworks.
  • Prepare Manufacturing Cost Statements (MCS) and supporting documents required for origin declarations.
  • Develop practical skills in origin calculation, compliance management, audit readiness, and record keeping.

About the Speakers:

Eugene Lim, Founding Principal, WTS Taxise

Eugene Lim is an international tax and trade lawyer who works extensively in the Asia Pacific region. Previously, Eugene was based in Hong Kong and China for 11 years before moving to Singapore in 2014 to head the Singapore Tax, Trade and Wealth Management practice in one of the largest international law firms in Singapore. He has extensive experience relating to the structuring of supply chain and distribution strategies in the Asia Pacific region as well as in international tax and trade matters. Eugene is recognised by leading legal directories such as Chambers Asia Pacific, The Legal 500 Asia Pacific and International Tax Review, with Chambers Asia Pacific describing him as having “a strong reputation for international tax and trade matters”.

Jack Hu, Legal Manager, WTS Taxise

Jack Hu graduated with a Bachelor of Laws (First Class Honours) from King’s College London and a Master of Laws in International and Comparative Law from the National University of Singapore (NUS). While in school, he represented NUS to win the East Asia round of an international moot court competition on WTO law, where he also received a best speaker award. He works on a range of matters with the firm’s international trade, international tax, and transfer pricing practices, including tax structuring and planning, supply chain and customs advisory, and export control and sanctions matters.

Benedict Teow, Associate Principal, WTS Taxise

Benedict is an Associate Principal in international tax and international trade practice. He advises multinational corporations, financial institutions and government agencies on cross-border tax structuring, supply chain optimisation, customs and trade compliance, export controls and WTO/FTA-related matters across Asia and globally. His practice focuses on helping clients design and implement tax-efficient and trade-compliant structures for manufacturing, distribution and investment flows.

Marcel Pang

Marcel Pang is a seasoned professional in the area of customs and trade compliance, and has assisted numerous MNCs and SMEs in navigating complex compliance requirements and ensuring smooth operations in the global markets. He is currently serving as a Deputy Director at Singapore Business Federation.

Prior to joining SBF, he had served in the civil service with Singapore Customs and the Enterprise Singapore for the last 13 years. As part of Singapore Government’s effort to strengthen our reputation as a safe and secure trade hub, he was instrumental in operationalising Advance Export Declaration with minimal impact to businesses’ operations. On the facilitation front, Marcel has also played a critical role in FTA negotiations efforts in ASEAN Trade-In Goods Agreement (ATIGA) as well as the Regional Comprehensive Economic Partnership (RCEP).

Poon Wing See

Before joining the Singapore Business Federation (SBF), Poon Wing See accrued significant experience in the logistics sector, specialising in freight forwarding for the last 15 years. At SBF, Wing See plays a pivotal role in helping businesses navigate the complexities of Free Trade Agreements (FTAs) and advising on trade compliance issues. Her work focuses on assisting businesses in leveraging these agreements to optimise corporate trade strategies. Additionally, Wing See spearheads initiatives aimed at boosting businesses' capabilities in FTA planning, empowering them to fully capitalise on the benefits of FTAs for competitive advantage. Wing See is also one of the trainers for the SBF workshops: Introduction to Free Trade Agreements on the topic in Rules of Origin.
