Overview

The implementation of regulatory AI frameworks serves to mitigate growing ethical legal challenges arising from the use and/or development of AI, such as intellectual property and data protection risks. Such risks are intensifying, as AI capabilities continue to expand and develop. AI regulatory frameworks help address AI-related risks while ensuring a balance between innovation and accountability, by fostering a culture of responsible AI development and deployment. While AI regulation in Southeast Asia may be largely characterised as being fragmented, Singapore adopts a distinctive, pragmatic and pro-innovation approach to AI regulation. Singapore’s approach to AI regulation broadly encompasses combining voluntary ethical frameworks with sector-specific guidelines, while actively adapting and integrating AI governance into existing laws like the Road Traffic Act 1961.

Overall, Singapore’s approach to AI regulation emphasises the development of human-centric, trustworthy AI while facilitating innovation and growth, which is supported by collaborative initiatives between the government and leading industry players.

Event Detail

During this ½ day session, participants will be guided on the following :

A. Regional AI Governance Frameworks in Southeast Asia

  • Brief overview of the Artificial Intelligence ("AI") regulatory landscape in selected Southeast Asia countries (including Malaysia, Indonesia and Vietnam), with a primary focus on Singapore’s AI regulatory landscape
  • Touches on the collaborative efforts between ASEAN nations to work towards a potential harmonisation of AI governance framework across the region. Is such harmonisation desirable or even attainable?

B. Legal Risks of AI Development

Focuses on:

  • Copyright and Intellectual Property Challenges, including the risks relating to the inputs and outputs of Large Language Models (“LLM”)
  • Data Protection Challenges, including privacy and confidentiality risks associated with the use of LLMs
  • Incorporates real life examples as practical illustrations.

C. Sector-specific AI Governance Frameworks in Singapore

Focuses on :

  • AI guidelines, initiatives, use cases relevant to the following sectors / industries / parties:
  1. Financial Institutions
  2. Healthcare / Medical
  3. Autonomous Vehicles
  • Legal liability when AI goes wrong – Can AI machines take responsibility or bear any liability when the system malfunctions or in instances where there was an undesirable outcome? How should legal liability be allocated / delegated?

(Participants are encouraged to take this opportunity to consult/clarify with the lawyer on the current AI regulatory issues they encounter with their employees or customers)

At the end of the workshop, participants would be able to :

  • understand responsible deployment of Generative AI and ensuring its ethical use
  • understand data biases, intellectual property rights and privacy concerns
